Project Title: Procurement Specialist
Location: Khartoum State
Project Title: Multinational: Rural Livelihoods’ Adaptation to Climate Change in the Horn of Africa(RLACC II)

The Higher Council for Environment and Natural Resources (HCENR) has received a grant from GEF/ AFDB to implement a project titled: Multinational Rural Livelihoods’ Adaptation to Climate Change in the Horn of Africa(RLACC II) That covers Somalia and Sudan, targeting rural pastoral and agro- pastoral communities highly vulnerable to climate change and affected by factors such as domestic and regional migration (transhumance practices, displacement due to conflicts or food insecurity). (HCENR) is implementing this project at national level. The duration of the project is four years. The main objective of the project is to improve the resilience of pastoral and agro-pastoral communities to climate change in three States, White Nile State, Gedaref State and Kassala State. The project seeks to achieve this through three components which are (1- improving pastoral and agro-pastoral communities’ adaptive capacity and the resilience of their livelihoods to climate change in target areas, 2- improve the sustainability of pastoral and agro-pastoral livelihoods, 3- Implementation, coordination and Knowledge management and M&E activities) including many activities which will be performed.

HCENR is in process to recruit the Procurement Specialist for the project.

Scope of Work
The Procurement Specialist will perform the following duties in accordance with policy and procedure, including procurement regulation and the Law on Public Procurement of Sudan, but not limited to:
Based on the Procurement plan in line with Annual Work Plan of the RLACC project and, in consultation with the NPC prepare a detailed personnel work plan to process the planned professional service and procurements;
Promote local ownership by ensuring compliance of local government procedures and processes in participatory planning and budgeting, procurement of goods and services,management and monitoring of service delivery and reporting.
Draft bidding documents; prepare bill of quantities and scope of work of the planned professional services/ equipment procurements.
Ensure conformity of the imported equipments and materials with International Standards and National Standards through examination of the technical specifications of equipment and materials.
Provide guidance on perparation, publishing of bidding announcements and consultation of pre-bid meeting, through clearance by the Project Implementation Unit (PIU).
Organize bid evaluation meetings, prepare necessary bid evaluation packages and provide other necessary technical supports to facilitate the service/ equipment procurements;
Support PIU in cheking the quality of procedures items upon provision by service providers, and if not satisfied, ensure taking action to replace by the equipment or materials incompliance with the specifications stated in the proposals;
Make necessary administrative and logistic arrangement to deliver and install the the procured services and equipment in the target sites. Ensure the proper recipient and installment of the equipment in the field in consultation with the PIU
Provide technical guidance to beneficiaries on the proper way to use and maintain the equipment provided by the project.
Required Qualifications and Experiences:
At least Bachelor's degree in procurement, business administration and other related areas.
Master degree will be advantage.
At least three (3) years of work experience in procurement of goods and services, particularly in civil works.
Knowledge  on national rules and legislations in the field of procurement and civil construction/ engineering;
Knowledge and/or experience in procurement policies and procedures, or other standards set forth for procurement’s and advantage.

Fluent in spoken and written English and Arabic and high computer literacy (Microsoft, Excel and other Software) and Strong communication and reporting skills and ability to work a team.
