Project Title: Monitoring and Evaluation Officer (M&E)
Location: Khartoum State
Project Title:  Multinational: Rural Livelihoods’ Adaptation to Climate Change in the Horn of Africa(RLACC II)

The Higher Council for Environment and Natural Resources (HCENR) has received a grant from GEF/ AFDB to implement a project titled: Multinational Rural Livelihoods’ Adaptation to Climate Change in the Horn of Africa(RLACC II) That covers Somalia and Sudan, targeting rural pastoral and agro- pastoral communities highly vulnerable to climate change and affected by factors such as domestic and regional migration (transhumance practices, displacement due to conflicts or food insecurity). (HCENR) is implementing this project at national level. The duration of the project is four years. The main objective of the project is to improve the resilience of pastoral and agro-pastoral communities to climate change in three States, White Nile State, Gedaref State and Kassala State. The project seeks to achieve this through three components which are (1- improving pastoral and agro-pastoral communities’ adaptive capacity and the resilience of their livelihoods to climate change in target areas, 2- improve the sustainability of pastoral and agro-pastoral livelihoods, 3- Implementation, coordination and Knowledge management and M&E activities) including many activities which will be performed.

HCENR is in process to recruit the Monitoring and Evaluation Officer (M&E) for the project.

Scope of Work
The M&E Officer will report to the NPC and will support the HCENR, AFDB the NPC and the State Technical Committees to prepare the relevant M&E systems required to monitor and assess quality of progress, to identify, collect, analyze , document and disseminate lessons learned through an annual project meeting, and support the preparation of project evidence for sharing. 
The M&E Expert will liaise with the Community Mobilize Specialist to prepare the data collection protocols to consistently collect data on project progress from project sites and it’s processing by the NPC for national reporting purposes with the assistance of Government Project Coordinator (GPC).


Responsibilities:
Establish the overall results-based M&E Strategy in accordance with M&E plans.
Design a system for collecting information on project lessons to be used in annual progress meetings
Guide and coordinate the review of the project Strategic Results Framework, including: Provide technical advice for the revision of performance indicators.
Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyses the data.
Facilitate annual review of risks by NPC
Support NPC to prepare the required reports.
Guide project task teams in preparing their progress reports in accordance with the approved reporting formates. This includes quarterly progress reports, GEF Project Implementation Reports (RIP0, annual project reports, inception reports, and ad-hoe technical reports.
Foster participatory planning and monitoring by advising the training institutions on content for participatory monitoring and evaluation of activities.
Assist the NPC to collate technical reports and other documents from the project.
Qualifications Required:
Master’s degree in environment, natural resources management, agriculture or a closely related Field.
Capacities in knowledge management and reporting.
Proven capacity in M&E for the UN system (ALM Undy Evaluation Resource Center).
At least five years experience in M&E related fields.
Experience in working in rural setting preferably with pastoral and agro-analysis.
Knowledge of climate change adaptation
