Title: Communication Expert

Duties and Responsibilities:
Background:
FAO is, together with the Forests National Corporation (FNC), implementing project “Design of a MRV System in the Sudan in the Framework of REDD+ Readliness)” (UTF/SUD/079/SUD) which is being financed by the World Bank through its Forest Carbon Facility.
As part of this programme, the country is in the process of implementing a full-fledged National Forest Inventory including the use of Remote Sensing applications. It further conducted an institutional assessment and gap analysis for the establishment of an MRV system, Part of this programme is the development of a road-map for the development of a National Forest Monitoring System, and at a later stage, the construction of Forest Reference (Emission) Levels (FREL/FRLs).
Two critical elements of the National REDD+ Programme are Forest Reference Levels and a National Forest Monitoring System as well as an integrated programme to estimate and project GHG emissions forestry and agriculture sectors. Activities under this project component must be developed and implemented to be consistent with a number of key principles that comply with Sudan’s legal and customary systems and with decisions from the Conference of the Parties (CoP) to the United Nations Framwork Convention on Climate Change (UNFCCC)
The Consultant will be based in Khartoum for the overall duration of the assignment with short term missions in the country (if required/ necessary). His/her main task will be the development of communication material on climate change in general and on REDD+ in particular.


Tasks:
Under the  supervision of the Assistant FAO Representative Programme and the  joint technical guidance of the Chief Technical Advisor REDD+ and Lead Technical Officers at FAO HQ and Regional Offices, in close collaboration with other stakeholders, the Communication Expert will be in charge of the following activities:
Assist in the development of an overall communication strategy for the project;
Develop key technical messages of the project and its broader context (forests and climate) for the various target groups these groups include, but are not limited to policy – and decision makers, technical / professional staff, media, the broader public (including students and school children), ect.
Develop and design information material such as lead-lets, posters, giveaways for the various target groups
Prepare press-releases and media-outlets.
Coordinate the production of small video products.
Coordinate communication with media.
Plan, coordinate and implement grass-roots communication campaigns.
Organize and coordinate communication events inducing project workshops.
Prepare Minutes- of -Meetings  of workshops and coordination meetings.
Assist in the production of workshop reports.
Document project progress (reports, photo library, ect)
Perform other duties as required.

Policy-briefs
Lead-lets, posters/ banners and post cards; giveaways (pens, mugs, ect)
Minutes of Meetings 
Video clip
Press-releases and media-outlets


Minimum Qualification Requirement
Education: Academic background in related field.
Experience: Five years of relevant experience in the field of communication preferably in the field of natural resource management and climate change.
Other:
Proven experience with government authorities, media, NGOs and International Organization;
Advanced knowledge in the layout of visibility products and relevant software;
Experience in the facilitation of workshops is a strong asset;
Demonstrated ability to work under limited supervision and to take initiatives;
Excellent command of written and spoken English and Arabic language.
