Roving Human Resources Officer

American refugee Committee (ARC)

VACANCY NOTICE

ARC is currently seeking applications for the following professional opening:

Title of post: Roving Human Resources Officer       Date: January 14, 2018

Location: Nyala, South Darfur                                     Report to: HR Manager

Closing Date: Feb 15, 2018

Gross Salary: USD 750 – 800

Duties and responsibilities

Payroll Administration

-          Ensure timesheets reviewed and by line managers check for quality  assurance before submitting to Finance monthly deadline

-          Prepare overtime template and overtime payment sheets4 ensuring compliance with policies and procedures arid local labor laws Submit payment request to Finance.

-          Record and maintain information on non-benefit related deductions and reimbursements.

-          Enter, maintain and track all paid and unpaid leave time. Provide monthly reporting of status of leave time.

Benefit Administration:

-          Administers benefit plans for national staff including enrollments and terminations.

-          Responds to benefit-related questions & resolve discrepancies that may arise.

-          Processes social insurance withholdings and coordinates with Finance to submit monthly payments.

-          Processes medical reimbursements ensuring all required documents are collected and there is accurate record keeping according to ARC policies.

-          Prepares leave approvals monthly basis and update salary information and severance reports for Sudan Finance Manager and HR Manager

-          Collect and process all required documents to enroll new staff on ARC benefits and facilitate the benefits termination for staff separation

 

Staff Recruitment & Induction

-          Prepare and implement new hire Induction schedule within one week of employee hire.

-          Administer new employee orientation related to payroll, timesheet use and submission and ARC benefits program.

-          Ensures employees gain an understanding of benefit plans and enrollment provisions

-          Explains plan provisions so that Individuals can make informed benefit decisions.

Employee Relations & Welfare:

-          As directed by supervisor, generates on-going communication with staff on employee benefits.

-          Support direct supervisor in resolution of personnel Issues, in accordance with ARC policies and local Labor Law.

-          Report issues affecting staff morale, well-being and performance to direct supervisor.

-          Support the direct supervisor  facilitation of staff training policies and procedures

-          Provide back up and support to other HR as needed.

-          Travel to the field 30% of the time, to provide technical support the field based offices

Record Keeping & Reporting

-          Maintain and update national staff database.

-          Keep records of benefits plans participation such as Insurance and pension

-          Personnel transactions such as hires, promotions transfers, performance reviews, and terminations, and employee statistics.

-          Prepare reports for taxes, social insurance and medical fees payments.

-          Collect arid file performance plans and performance appraisals.

-          Prepare monthly tracking report on status of Performance Planning & performance Appraisal

Education Technical Skills & Knowledge Required

-          Bachelor’s degree in Business Administration, human Resources or a related field

-          Good knowledge of the Sudan Labour legislations and ability to apply

-          At least 5 years’ relevant experience

-          Proficient in employee relation matters, and ability to administer employee benefits and entitlements

-          Ability to communicate well with all levels of people

-          Excellent knowledge of MS Excel and Word Business

-          Good report writing skills

-          Fluency in English required

-          Demonstrate ability to work ،n a fast-paced environment with tight deadlines, effectively managing multiple tasks and priorities

-          Willingness to frequently travel and live in remote and challenging security context

-          Flexible with ability  to cope with stressful situation

-          Excellent Communication and interpersonal relations

-          Team player

-          Demonstrate commitment to ARC’s core values and policies

-          Applicant should riot be older than 53 years’ old

 

IMPORTANT

This -position needs staff who have the above mentioned qualifications & experiences as HR officer in a roving position with ARC and or with other INGOs who Is wilting to travel at any time and stay in remote field areas.
