Project Title: Administrative and Financial Officer (AFO)

Location  Khartoum State

Higher Council for Environment and Natural Resources (HCENR) has received a from LDCF! GEF/UNEP to implement a project titled: Enhancing the Resilient Communities Living in Climate Change Vulnerable areas of Sudan L Ecosystem Based Approaches to Adaptation (EbA).

(HCENR) is the implementing agency. The duration of the project is four years main objective of the project is to increase the climate change resilience of lively and integrated productive agriculture systems in the White Nile State thr Ecosystem Based Adaptation Approaches. The project will be implement multiple levels aiming to mainstream (EbA) approaches into policies, planning budgets and to develop capacities at national, regional (State) and local (commu levels on (EbA). .

Scope of Work

EBA Project is looking for qualified Sudanese Administrative and Finance officer work under the supervision and guidance of the National Project Coordinator The AFO will be responsible for financial management and disbursement, accountability to the HCENR and UNEP. The AFO will report to the Natiorian Project Coordinator (NPC).

Further responsibilities of the AFO are to:

-           Cooperate with the rest of the staff in ensuring smooth working environment, giving support where needed within the project.

-           Set up and maintain project files and accounting systems whilst ensuring compatibility with. Sudanese and UNEP financial accounting procedures.

-           Sign check for authorize account and amount.

-           Prepare budget revisions of the project budgets and assist in the preparation of the annual budget plans, annual work plan and quarters, biannual and annual reports.

-           Process payments requests for settlement purposes including quarterly advances to the implementing partners upon joint review.

-           Update NPC with monthly financial reports.

-           Transfer the fund to the state level for implementation of activates.

-           Prepare monthly bank reconciliation to ensure the balance in the bank is correct.

-           Review the clearance of advance and petty cash for workshops and Office.

-           Facilitate and provide all financial information and books of account to auditors for audit the project

-           Ensure proper control over project  assets

-           Supervisor maintenance of the project assets.

-           Assist in the timely issuance of staff contracts and project personnel, by preparing annual recruitment plans.

-           Administer project revision control.

-           Compile, copy and distribute all project Finance and Admin reports.

-           Developed and implements the accounting internal control procedures for the disbursement of Head quarter and State levels

-           Super visiting the use and review the state implementation levels.

-           Act as recourse person for the capacity building for the finance staff.

-           Safekeeping and updating all salaries and wages staff records including personal particulars, pay rates, recreation level entitlement and recreation leave and sick leave taken.

-           Manage the traffic and movement of the project vehicles and provide vehicles with Fuel

-           Booking the hotels for the visitors to the project.

-           Booking flight tickets for the staff travel.

-           Any other assignment , task , duties assigned by NPC or HCENR Secretary General

Qualifications

-           Master’s degree in finance! Accounting or Business Administration.

-           A minimum of 5 years relevant work experience including at least 2 years’ experience in accounting - admin or in relevant sectors.

-           Excellent knowledge of English including writing and communication skills.

-           Excellent Working knowledge of Arabic including writing and communication skills.

-           Knowledge in standard computer and IT skills in using MS word, MS Excel, MS Outlook1 PDF adobe email and Internet.

-           Ability to cope with stressful situations.

-           Ability to read, analyze and interpret, technical and non-technical English language

-           Excellent organization and time management skills with the ability to prioritize tasks.

-           Flexibility, adaptability and capacity to function as a team.

-           Good communications skills
