JOB DESCRIPTION
Position: Logistics and Liaison Officer
Duty Station: Khartoum, frequent travels to project sites and program locations
Contract: 6 months, extendible
Salary range: 5000 SDG
Responsible of: 1. Cleaner
Supervised by: 1.Country Representative; Program Manager;
Matrix Management: 1. logistics Manager;
Purpose of position:
The logistics and Liaison Officer will ensure that all purchases are made effectively, transparently at the best available price following the donor procurement policy and procedures he/she will be directly responsible for all procurement activities in Khartoum and Program offices The Logistics and Liaison Officer will support the Country Representative (CR) in Khartoum to liaise with local authorities and other relevant stakeholder’s and managing timely, effective and accountable duties
Key responsibilities
-           Responsible for the planning, coordinating  the efficient use of vehicles, with the support from the Driver and Admin Logistics officer,
-           Make all travel bookings out of Khartoum and coordinate the airport pick up and drop off;
-           keep in touch with the staff in charge of travel In other offices for proper information flow on travel time;
-           keep report of staff informed of the different staff traveling in to and out of Khartoum on a weekly basis
-           Making booking to WFP/UNHAS  and other commercial airlines, as per the travel booking form fully authorized;
-           Notify staff of their travel date, time and any other preparation that would enable them have a smooth flight
-           Responsible to update the assets register and control system of all the expendable/non-expendable  Items under each project to maintain accurate records for accountability;
-           Responsible to monitor al asset and equipment movements
-           Follow the supply and purchase process in Khartoum, Initiating invitations to bid, collect quotations from suppliers and prepare comparative analysis when necessary.
-           Ensure al procurements are hilly and accurately documented (PRs, POs, RFQs, Comparative Statements, Bid analysis  Invoices and Delivery Reports), following all  Oxfam  Italia and donor purchasing procedures and regulations and ensuring all PRs are correctly filled In with all the required information;
-           Maintain contact With the suppliers, and ensure that all supply requests are followed and that procurement Is done in the most transparent and cost effective way possible;
-           Coordinate with the Admin , logistic officer for the purchase of supplies and making sure suppliers are paid effectively
-           Getting the working and travel permit, resident permit, multi-entry and entry visa for Oxfam Italia  staff, and fulfilling any other requirements between the CR and HAC
-           Maintain contacts towards local authorities, relevant partners and stakeholders in Sudan;
-           Support the CR in preparing any relevant external communication with local authorities relevant and stakeholders, providing Arabic translation of documents when needed
-           Support the CRin  arranging  visits in the project areas for meeting the relevant authorities and if necessary traveling to the project sites
-          Carry any other assignments as requested by the CR
Qualification
-           Bachelor’s degree In a relevant field;
-           More than three years of relevant working experience in logistics functions;
-           Proven experience of procurement and purchase procedures;
-           Good knowledge of office applications;
-           fluency in both Arabic and English
-           Valid driver’s license;
-           Ability  to analyze and read situations;
-           Excellent interpersonal, organizational and time management skills
-           Network skills
